They have no current plans to build coldry "at scale"

A bit irrelevant really. Existing technologies can dry brown coal at scale.
And in left wing Victoria no one is going to throw money at mining more brown coal.
Even a party as well advanced as HESC have many hurdles to jump!
Unfortunately ECT are a couple of decades too late!
