I am not fully across it I will be honest but it all stems from the Minerals Legislation Amendment aimed at prohibiting mining and development of offshore oil, gas and mineral resources in NSW. The inquiry is currently investigating the unintended consequences and impacts that the bill will have on NSW.

Whilst I don't know why a research paper on PEP-11 was produced given the permit is not subject to legislation which is also stipulated in the paper. I can only assume the impacts of this bill may potentially effect pipelines. Another theory could be that this legislation won't have any material impact on Gas prices as PEP-11 has the potential to service the domestic NSW market for 20 years if approved? Therefore there may be little need for other exploration to occur? All just speculation from me.

Would need to look into this more as I am not well versed on this topic.
