Let me ask you this, if you were a property developer would you continue to pour money into a project if the council were charging you additional duties & taxes without consultation?? Would you continue to pour money into the project if you were now unsure on the final costs & distribution of profits of said project?? Or would you down tools until ALL uncertainties were resolved/agreed??

I will not presume your answer, but I can assure you mine would be NO.
