The referendum incorporates the term "Aboriginal", not "Indigenous".

Under Australian law, Aboriginals are classed as a race. Ergo, the referendum is "racial".

As the Voice confers a privilege upon Aboriginals not available to any other body in the country viz. a constituted right to influence Parliament and the Executive, it is therefore also "racist". No other group rights political body enjoys a chapter of its own in the nation's rule book. None.
