There is absolutely no problem at all getting port allocation at Port Hedland for a small amount 0f 3M tonnes. The PPA have that spare capacity no problems. If it was 30-40M tonnes, that might be a different story...
Also, the PPA manage the ports, so if there was an option and it suited both parties, RHK would likely be pointed in that direction.
