"Commercial discussions progressing in the U.S. with large market incumbent for establishment of WaaS® joint venture"
To me, this CR seems like they need some cash to finalise the legal process on their agreement. They were probably hoping to get that done and then CR but have got too thin. This is a short term CR in conjunction with the debt to get to the end of the year, if they sign a real WAAS then cash should be easy to get. If not....
