    did you have a read of the link from SBS? it explains the panel, though not the selection process. as this haas been deliberately left blank so that the working committee on legislation can decide how the panel is selected.

    while its possible that some of the so-called elites may be selected that will not be up to those people. like any election, for eg., candidates may need to vie for the positions, but one female and one male from each state/territory plus two and two from Torres Strait people are what the Uluru statement asks for. ultimately though, of course, parliament will decide.

    as for carts and horses, the referendum should be held to enable the parliament to formulate the legislation. sure they could do this without the referendum but this would mean having the referendum after the legislation and this is contrary to what the Uluru statement requested.

    the Voice and the Uluru mob is not about power. the Voice will have no authority other than to offer representations to parliament and the executive Gov. there's no compulsion on either to accept in part of in full such representations. there'll be no control of funds except by Gov either.

    you really do need to learn about what this truly is. from your comments you seem to understand the No! campaign but don't understand that the No! mob has been spread equine manure on the weeds of inappropriate doubt.
