I hope they have diggers at the gates ready to roll in and start civil works as soon as the EIA is signed. It's possible this part of the design is already completed.
if they're following roughly the same design as the 2ktpa, then all the process, instrument, electrical and mechanical design should be fairly mature, enough to order bulk materials and long lead items as soon as the funding is available.
I'm sure they've got a team there looking at these things to optimise the schedule
