money is money even for weapons manufacturing turkmen.
the fact of the matter is any business or government worth it's salt work with return on investment (ROI) in both the strength and length of return.
increasing production on missiles, bullets and barrels whilst there are significant wars going on will bring a more significant and immediate ROI than a process that has not even begun to ramp even if that new process has better ROI long term
