Totals: Top 40 holders of Fully Paid Ordinary Shares (Total)..... 251,601,222..... 27.90%

As the Top 40 own 27.9% of the Co.
It would take a heck of a lot of buying / accumulation,
And a several Substantial Holder Announcements,
For anyone to get near enough shares to have the "greatest voting power" as you stated....

It looks like it will be up to Shareholders to vote on whatever Partnerships etc.
Are offered and Vote on them.

This statement in the recent letter to shareholders also eludes to that:

"All activities have been undertaken with the sole purpose of obtaining convincing data for potential partners and international regulatory agencies. The Company has engaged with both of these audiences throughout the development of the Company’s lead antiviral drug BIT225."

As does:
"I’d like to remind you to ensure that your contact details and communication preferences are kept up to date via Computershare as we head toward this year’s AGM. Contact details for Computershare are available on Biotron’s website."

Which could well indicate,
That shareholders will have to vote on a Decision, Partnership, Etc....
