From what I read of the (Google) translation, two of the projects were rejected for not being "sufficiently mature" (which I'm guessing means not far enough along). However there was no reason given for the INF/ENE project.
Short-term I'd say just worry about the permitting. Long-term, with off offtakes in the works, I'd say it doesn't matter one way or the other.
