Agreed, but its difficult to build a business model when the guys who determine your success or failure are also restricting you from selling to the largest consumer on the planet, particularly when there is no upstream/midstream capacity outside of the CCP. They should either foot the bill or get out of the way.
....or, the resource is a ruse and they are avoiding going into production at all costs.
