Loans still require a "deposit", DOE loan is just based on the ten-year US bond rate currently 4.5 ish % so slightly less than a commercial bank.
The DOE does a lot of due diligence, but in the end, it does still need to be matched by a 30-40% deposit, which would be a CR/New equity.
Thats why CR and dilution is MNS future no matter how we cut the mustard.
