Treaty belongs at the local government level where the remnants of the descendants of the early inhabitants still have a presence. Treaty on a national level is an insult to every Australian voter. There is no Aboriginal nation. There cannot be a treaty between a sovereign State and a non national entity. Aboriginals have openly stated the one shop does not fit all so how can a national treaty objectively address the individual local problems that need a fix. Every drug addict will tell you the size of the dose depends on the body mass to be effective.
Local government is the best vehicle to ensure the wants and needs of EVERY member of the community are assessed and address on an equal basis. State governments are a failing of the people and the larger the State the larger the failing. Keep it small and keep it simple.
The Federal government should concentrate on national issues NOT local issues like community.
