I think from a military perspective, IDF knows HAMAS are not that stupid to be hiding in residential blocks, etc. They are UG and in crafterd bunkers. IDF just want to flatten entire neighbourhood completely so that when they move in boot in the ground, there don't need house to house urban combat, bad memories of Lebanon invasion! This is the primary purpose to reduce IDF casualty.
