It specially state: The Basic Law recognizes that “the right to national self-determination in the State of Israel is UNIQUE to the Jewish People.” (Basic Law § 1(c).) It enshrines principles already recognized in regular legislation that reflect the Jewish character of the state.
That is ONLY JEWS can set self-determination in Israel. No other Israeli citizen could.
