Many commentators have said Hamas aren't interested in a separate state their reason for being is to kill all Jews. So not going to happen with them in control.
PLO leader Yasser Arafat nearly got there but he backed out at the last minute.
The reason being according to the secretary of State at the time Madeleine Albright was because he feared for his own life. ie other Palestinians would have terminated him.
