"The Independents and Greens should have to declare prior to the election which party they will give their preferences to, ... then we would know for sure where our vote is really going to and have an election winner straight after the election."

The voter decides which way the preferences flow in the house of reps , parties only recommend via how to vote cards.
In the Senate you have the option of marking which way your preferences flow.
