"Why was the TD chosen as 3750m MD?"

I usually treat prognosed TD's as a minimum TD. Why 3750m? At a guess the figure represents a section long enough to include a decent amount of net pay.

"Now that a sufficiently long interval has been drilled in the LA for obtaining MDT pressures and a fluid sample, wouldn't it be wiser to TD this section sooner than later and focus on getting the all important fluid samples from the LA and UA?"

There's a sound argument for TD'ing at 3750m and commencing wireline. There's also a sound argument for extending TD if the hole is behaving and there are still indications they're still in a hydrocarbon column. Whatever they do I'm sure that after Mukuyu-1 the decision wont be made without a careful risk assessment.
