I don't think there is anything funny going on except that the 0.003 buy bid is stacked so someone can get through their dumping at 0.004. This has been going on for a very long time and each time it looks like 0.004 may become the new buy someone dumps 3/4m back on to the sell side at 0.004.
I think the company is going to go on ice.
