not sure how far into your dd you got but I think you'll find that shares on issue is BRN's issue. This company only has 240 million shares fully diluted. The whole point of the ATM set up is to not unnecessarily dilute the shares at a below market price with a raise that comes with attached options for brokers.
I see this as extremely positive rather.
Because of the tightly held nature of this stock, any positive movements, move fast and will leave people on the sidelines behind. Good luck to anyone trying to pick up a decent holding of this now
