For what it's worth, personally I'd rather see the minimum target reached before any incentive is paid, then the % paid out scales up in proportion with the % by which the target is exceeded. With the maximum still at 8% revenue increase for a 100% payout. So exceeding the baseline by 1%, would only get you a 1% bonus, etc.

However, I don't think that's how these are usually structured, at least not from what I've seen, as companies tend to place some value on not missing guidance and so dedicate some incentive towards that. Not a practice I necessarily agree with.
