i was speaking to some experts and a refinery in the US is actually very easy and fast to build. no need to arduous permits or anything like that, specially if built in the south, which is the most likely spot for a plant of this nature, close to Mexico and the southern plans of the big 3 formerly Detroit heavy and most recently union-light southern states.
