My experience with software system implementations is that companies like ALC tend to use contractor consultants rather than FTEs. That gives the companies flexibility to engage & deploy consultants where & when necessary all be it paying a higher hourly rate when they do.
Loading up a sales team with FTEs when large government bureaucracies are involved seems like a very inefficient way to do things when procurement processes could be delayed for months at a time.

Anyway whatever ALC are doing it isn't delivering added value for shareholders, the scale up is too slow & overheads too high. Glad I sold my last parcel for 24c, I can't see it getting back to those levels for several years.
