Licencing process is simply too long and too cumbersome and goes through continuous changes.
(URZ submitted its license application to NRC 2007 and still waiting ). It is totally ridiculous and some times not even worth trying. I believe URZ project life is 5 years and they have been waiting since 2007 for licence.
I understand that PEN can;t do anything except keep trying to accelerate the process.
