They put out a construction project timeline which was dependent on funding. They decided not to dilute shareholders and worked on debt funding instead. Debt funding has been late. Project timeline had to shift.
Where is the incompetence exactly? That they didn't dilute shareholders or that they didn't figure out a way how to build the project for free with slave labour?
