I imagine those who want more control over the industry have always intended to force stop losses and talk down the market in order to accumulate or acquire what and when they can. Given time-frames and targets I sincerely doubt it's due to a projected oversupply of resource. It helps when power brokers across the geopolitical landscape are only too happy to put pressure where they can, using stockpiles and handshakes to present a pincer on retail holders. They say what goes up must come down, but we haven't seen the last of the energy revolution by a long shot. HOFDL, DYOR, GLTAH.
