Seems unlikely they were capping - at least in August. If you look at the dates and qty acquired, there is only one day in August on which they acquired shares - 1.5m of them, most likely in one transaction.
Seems they have been buying fairly routinely since Dec 2005 and it was just this last transaction took them through 5% - no reported selling at all in between either, so it is likely their average entry is well above current price. Hardly an incentive to cap.
