The table is clear - it's $1.5m for each current and future quarter, not previous quarters. The bullet point is just saying that the loan is a one-off. You can't pay it off, then borrow it again: "The Facility limit is reduced" by loans as per the table.
Regarding the 2 cent CR price, well, that's just laughable. You're just having fun, i.e. trolling.
