The management are not responsible for oil being found, that is in the lap of the gods. They are responsible for using COEs resources to get the company exposed to the possibility of finding oil. It is a subtle difference. I guess COE has done that, unfortunately not successful finding oil lately.
If there was a management team that could possitively always find oil then I would put all my money into that company.
