Dividends is only one of many catalyst to get the share price ball rolling releasing it pent up potential.

Other Catalyst are as other have said is David Deloub buying some shares.
When this happened with the very much Undervalued ATP its share price went up 4 fold.

Another is earnings report,.

As SHE accumulates Cash its market cap will grow and the P/E ration becomes actualized rising above its current near 0 value.. this is a positive feedback loop on the share price till it reaches a fairer P/E ratio.
