Those units are representative of the combined brake, alternator PTO units IMO which in larger model are internal . Depends what they were trying to measure at scale in the tank but I would guess that model is measuring tension and possible output and or testing dynamic load and braking models in a active setting of the wave tank. It doesn't matter that they are external as model is all representitive not exact and they will have used a "smooth" buoy when wave testing dynamic movemement of a buoy .
The thin cables are probably sensor wires in umbilical that in real world would mirror the electricity output umbilical cable in larger scale going to a seabed connection junction box.
The "floats" on the anchor cables where they change to webing from cable / rope. chain are to offset weight of the cables to keep them in tension so no energy is not lost in repeatably retensioning in each wave movement. .
