you're missing the point
CAN was trading low because of a precarious financial position before
Now they have access to a big chunk of money, so that dark cloud has dissipated
any raise is dilutive, especially if it was a placement (which are being done at steep discounts with bucketloads of options these days)
this gives them a chance to put runs on the board and for the note to convert at a better price than a placement if things work out
