Fact is tls provides ESS solution. TLS should explain why optus connection failed. All the telcos co share links for backhaul etc so risky nw comment is simplistic BS. Not hearing any sensible discussion on how ip core can bring down mobile and sms nw connectivity. Totally different systems. Can only assume it was a management decision to disconnect and reconnect for speed to reconfigure and recover.
