25% is the point where a “strike” is recorded against the board, and that sets in motion a number of legal requirements for the next AGM, including the possibility of a board spill if another strike is recorded.
23.76% doesn’t meet that mark, but it does put the board on notice that they’re very close to the edge. A smart board would listen to such a vote and treat it as seriously as an actual strike
