Well, the reasoning for the low CR price is becoming clear - they (a) didn't want it to be undersubscribed, and (b) wanted to ensure that they could get insiders on board with the oppies. The extension to after the PFS announcement suggests generation of FOMO to ensure full take-up, thus a decent cash injection down the track on exercise of oppies.
This, of course, is just my cynical opinion. Of course, in reality, these are secondary considerations, as I would suggest nothing other than a primary desire to maintain an orderly and informed market.
It does look like the plan is coming together though.....
