This is why you are wrong. Even in the simplest of aspects, if the answer on the first app happened to be a NO, that is not the final outcome, just means that the second application becomes live. I am not going to get bogged down on this because I am firm on approval, if you want to look at it as 50/50, that's your call. But it isn't right.
