If that is true...that by bringing these charges now allows or gives HB the right to claim the 5th given charges are afoot...then that looks pretty sus in terms of timing
The other thing I recall reading but cant recall where is the difference between a public vs closed session hearing has something to do with how much time the folks get to ask their questions. In one of them, there is far more time available for questions
