From my understanding there is no technical definition of what would be deemed "high silicon". Most manufactures are currently using 3-10%, so potentially anything higher than this could be deemed "high silicon"
It's also worth mentioning that the term "silicon" is used broadly in the sense that most manufacturers actually use silicon monoxide (SiO), rather than pure silicon (Si).
