i have been thinking the same thing. If they could get out of the centralised distribution frame of mind, many things are likely to be feasible.
How about neighbourhood batteries? No need to transfer electrons all over the country. Re-engineering the grid is much simpler in a small area. Each neighbourhood that becomes mostly independent takes load off the major distribution lines meaning they do not need to be upgraded. All this could be done just like the NBN - suburb by suburb over several years.
just needs people to think out of the box.
