TOT are using their franking credits to effectively partially pay dividends out of capital. (partially being the difference between sustainable earnings, excluding one offs and the proposed dividend).
The market is not stupid, and is looking through this.
TOT can't do a buy back because cash flow is tight.
Interesting stock, trading at a significant discount to NTA.
