That is an incorrect statement.
Ross under large dissatisfaction from a particular group of shareholders did the paperwork for the 10% buyback quite a while back. So they could buy back shares right now but choose not too at this time.
What I do find interesting is they have opted to ask for an up to 50% buy back. This means they intend to buy back more than 10% or more that 25.7 million shares in this current financial year.
I personally will be very impressed if they can achieve even 25.7 million shares, let alone more than this in this financial year.
Obviously a sale of NE would make this pretty straight forward.
