In this situation, brokers are in the box seat. They have a lot of happy clients who followed their previous buy recommendation and a happy shareholder base. However, they also have new clients who are looking for stock and that is how they make their money. So by giving a low-ball future price rise target, they encourage the current shareholder base to temper their own estimations of share price appreciation and it make it more likely that current holders will release some shares into the market for profit-taking in the short term, thereby allowing new clients to buy in at prices that have a high probability of exceeding the low-ball price estimate.
IMO and this is not meant to influence anybody's decision to buy/sell shares.
