I think one needs to chose between inflation (CPI) or interest rates for future discounting. Using both would be doubling up. However you look at it, there is a strong incentive to use any tax credits at the first opportunity.
I gather the over-payment occurred due to over-estimated provisional tax. If so, I'm sure they can do an adjustment and get a refund. I imagine they would wait until after the Christmas period.
