I agree with everything except funding.
Alternative funding is not alternative to raising dough to forward the project.....that's just funding.
Alternative absolutely, given the circumstances, could only be interpreted as instead of CR.
He has stuck his foot in his mouth unfortunately. He should have said nothing.
Now IS it part of a bigger picture?
I doubt it but you never know.
