I would have thought that there were enough downstream facilities being developed elsewhere in Asia, or USA/Europa to include some competition. Obviously the shipping would be more expensive to the USA and Europa supply chains.
Either way, if there's a lack of ex-China capacity, there's no reason for PLS to enter into a 5 year agreement. They could pursue a 12 month arrangement (or worst case use BMX) until the landscape is more competitive.
