To shoot 3D seismic specialist contractors provide significant manpower and equipment (seismic vibrator trucks, geophones, miles of cable, mobile accomodation and trucks to move it around). While they might be able to train local manpower to do the job much of the work the equiplement will probably have to be imported. The seismic contractor will charge the customer (i.e. IVZ) an up front mobiliation fee. Scott is probably mostly refering to this fee.
The contractors will of course subsequently be paid for the acquisition of the seismic and usually a demonbilization fee. Then significant computing resources are required for processing the acquired data which IVZ will presumably have to pay for as it probably doesn't have its own high performance computing facility or super computer just sitting around ready to do the job.
Only once the seismic data is processed can it be interpreted and used to place wells.
