This has been the trading format in paa and other listed companies for a long time.
Many traders make money this way and good on them if they have the nerve.
Buy and then force up the price and sell, keep repeating the process and even if only small profit made each time it means overall the profit goes up, it also would allow some holders to end up with free hold shares.
This type of trading has been done for a long time now and companies play along with the game by not meeting timelines, not keeping shareholders up to date etc etc.
