Ukraine will see f-all of that frozen Russian money, lol. Especially not the Ukrainian citizens, that are suffering the consequences of inept decision-making of Zelensky's government.
All Ukraine had to do was to agree to no NATO. That's pretty much everything that Russia was asking for for years, including the March-April 2022 negotiations (as confirmed by the senior Ukrainian government member, David Arakhamia).
