From personal experience in software development, this most commonly arises when a company’s management has unrealistic expectations around the timeframes and costs involved in developing and maintaining software. External developers refuse to extend contracts, while internally employed programmers usually quit and quickly find better jobs while telling their mates to avoid the company.
